Effectivity Clause. - This Act shall take effect fifteen (15) days after the completion of its publication in at least two (2) newspapers of general circulation.1aшphi1
Lapsed into law on April 22, 1995 without the President's signature, pursuant to Sec. 27(1), Article VI of the Constitution.
