The grantee is authorized to connect its telecommunications systems to any other telecommunication system installed, operated and maintained by any other grantee in the Philippines for the purpose of providing telecommunications services to the public on such terms and conditions as may be prescribed from time to time by the Secretary of Transportation and Communications.
