Effectivity Clause. - This Act shall take effect after fifteen (15) days from its publication in the Official Gazette or in at least two (2) national newspapers of general circulation whichever comes earlier.

This Act which is a consolidation of House Bill No. 14314 and Senate Bill No. 2077 was finally passed by the House of Representatives and the Senate on June 5, 1995 and June 3, 1995, respectively.
