All assets, fixed and movable, personnel, records and documents of the Calapan School of Arts and Trades as well as liabilities shall be transferred to the Polytechnic College of Calapan: Provided, however, That the positions, rights and security of tenure of personnel employed herein pursuant to the existing laws prior to its conversion into a Polytechnic College of Calapan are not impaired.1aшphi1
