Section 20Sec./Art. 20

All the assets, fixed and movable, personnel and records of the Rizal Memorial National Vocational School, the Zamboanga del Norte School of Arts and Trades, and the Siocon National Vocational School as well as their liabilities or obligations, are hereby transferred to the State College: Provided, That the positions, rights and security of tenure of personnel therein employed, except those who would be transferred along with the high school component of the College, under existing laws prior to absorption by the State College are not impaired: Provided, further, That the incumbents of the positions shall remain in the same status until otherwise provided for by the Board.

All parcels of land belonging to the government occupied by the Rizal Memorial National Vocational School, the Zamboanga del Norte School of Arts and Trades and the Siocon National Vocational School are hereby declared the property of the Jose Rizal Memorial State College and shall be titled under that name: Provided, furthermore, That should the State College cease to exist or be abolished or such parcels of land aforementioned be no longer needed by the State College, the same shall revert to the Province of Zamboanga del Norte.
