The amount needed to carry out the provisions of this Act shall be charged against the current year's appropriations of the Rizal Memorial National Vocational School, the Zamboanga del Norte School of Arts and Trades, except the sum necessary to continue the operations of its existing high schools and the Siocon National Vocational School. Thereafter, such sums as may be necessary for the operation and maintenance of the College shall be included in the annual General Appropriations Act.
