Effectivity. - This Act shall take effect fifteen (15) days from the date of its publication in at least two (2) newspapers of general circulation in the Philippines.
Approved, Lapsed into law on September 12, 1996, without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
