Declaration of Policy. - It is the policy State to develop and professionalize the Armed Forces and to provide adequate remuneration and benefits to its members. Career development and promotion shall be established to insure a progression of all personnel of the Armed Forces of the Philippines and to provide them with appropriate career motivations.
