There shall be a secretary of the University who shall be appointed by the Board upon the recommendation of the President of the University. He shall keep such records and exercise such powers as may be determined by the Board. He shall head the University secretariat which shall take charge of the recording and reporting of proceedings of the Board, the administrative and academic councils and the historical events of the University.
