The University may enter into agreements with local governments for the support of any of its branches: Provided, That the said agreements shall not in any way impair the autonomy of the University. Under such agreements, the local government shall provide funds to the University in support of university programs in addition to the regular yearly national appropriation of the University. Such funds provided by the local government shall be dealt with in accordance with Section 4 of this Act.
