Declaration of Policy. - It is the policy of the State to use its natural resources rationally and equitably. The state shall prevent the further destruction of watersheds, rehabilitate existing irrigation systems and promote the development of irrigation systems that are effective, affordable, appropriate, and efficient.
In the choice of location-specific irrigation projects, the economic principle of comparative advantage shall always be adhered to.
