The regional governor shall submit to the Legislative Assembly within thirty (30) days from the opening of every regular session, as the basis of the regional appropriations bill, budget of expenditures and sources of financing, including receipts from existing and proposed revenue measures: Provided, That when regional revenues are insufficient, the difference shall be funded by the national government.
