Unless otherwise provided by regional ordinance, a member of the assembly shall receive an annual salary not lower than that of an assistant secretary in the executive department of the national government. No increase in salary provided for by ordinance shall take effect until after the expiration of the term of office of all the members of the assembly approving the same.
