The Island Garden City of Samal. The three (3) municipalities of Babak, Samal and Kaputian are hereby merged and constituted into a component city to be known as the Island Garden City of Samal, hereinafter referred to as the City, which shall comprise of all the herein consolidated territories of the present municipalities of Babak, Samal and Kaputian, all in the Province of Davao. The seat of government of the Island Garden City of Samal shall be at the present Municipality of Samal.
