Transition Committee. To lay the groundwork for the final merger of the three (3) municipalities and to ensure that the quality of service to the island's populace will not be adversely affected during the period of transition, there shall be created a transition committee to be composed of the incumbent mayors and vice mayors of the present three municipalities of Babak, Samal and Kaputian. Present to assist in the said committee are municipal planning and development officers (MPDOs) of the three (3) municipalities. The committee may require, as may be needed in the performance of specific tasks, the presence and/or technical assistance of any local or national office.

It shall elect from among its members the chairman, vice chairman and other committee officials. The transition committee shall conclude all its tasks and submit its final report and recommendation at the first joint session of the executive and sangguniang panlungsod of the Island Garden City of Samal.
