Promulgation of rules and regulations. – The Governing Board shall promulgate rules and regulations for the full implementation of this Act within ninety (90) days of its effectivity. Such rules and regulations shall take effect upon publication in a newspaper of general circulation and shall be amended by the Governing Board from time to time as it may deem appropriate.
