Implementing rules and regulations. – Within ninety (90) days from the effectivity of this Act, the Board of Regents of UP, in coordination with the DOH, the DOST, private and nongovernment organizations involved in health research and development, shall formulate the rules and regulations necessary for the implementation of this Act.
