Liability for Damages. The City shall not be exempt from liability for damages or injuries to persons or property arising from the failure of the sangguniang panlungsod, the mayor or any other city officer or employee, to enforce the provisions of this Charter, or of any other law or ordinance, or from the act of omission or negligence of said sangguniang panlungsod, the mayor or other city officers or employees while enforcing or attempting to enforce the provisions hereof, or while in the performance of their official functions.
