The first congressional district in the Province of Samar is hereby constituted into a separate highway engineering district to be known as the First Highway Engineering District of the Province of Samar. It shall be composed of the City of Calbayog and the municipalities of Sto Nio, Almagro, Tagapul-an, Sta. Margarita, Pagsanjan, Tarangnan, Gandara, San Jorge, and Matuguinao.
