Qualifications of applicant for examination. - Every applicant for examination shall establish the following:
(a) That he is a citizen of the Philippines; and
(b) That he is a graduate of Bachelor of Science in Geodetic Engineering in a school, academy, institute or college duly recognized by the Government.
