Nature and Scope of Franchise. - Subject to the provisions of the Constitution and applicable laws, rules and regulations, there is hereby granted to the Philippine Multi-Media System, Inc., hereunder referred to as the grantee, its successors or assigns, a franchise to construct, establish, install, maintain and operate for commercial purposes and in the public interest, television and radio broadcasting in the Philippines, where frequencies and/or channels are still available for radio and television broadcasting, through microwave, satellite or whatever means, including the use of satellite uplink/downlink stations or digital multi-channels distribution, through communications satellites of radio and television broadcasts such as direct to home satellite systems and new technologies in television and radio broadcasting, with the corresponding technological auxiliaries and facilities, special broadcast and other programs and distribution services and relay stations, and such other systems as are essential or convenient to carry out the purposes of this franchise.
