Section 3 of Republic Act No. 7296 is hereby amended to read as follows:
"Section 3.Responsibility to the Public. - Excepting cases offorce majeureand whenever weather conditions permit, the grantee shall maintain air spraying and passenger and cargo air charter transport services within Davao and any and all points and places throughout the Philippines as traffic needs may require."
