The Judge Guillermo Eleazar Polytechnic College herein established shall offer four-year degree courses in the fields of education, fishery, and marine biology, as well as short-term technician courses in trade, forestry, and fishery technology as may be necessary to meet the national and regional needs for trained manpower.
