Repealing Clause.-Except as provided under Section 3 hereof, all other provision of Executive Order No. 43,series of 1986, and section 8 of Republic Act No. 4136, as amended by Batas Pambansa Bilang 74, and all other laws, orders inssuance, circulars, rules and regulation or parts thereof, which are inconsistent with the provision of this Act are hereby repealed or modified Accordingly.
