Partial Use of Income. To carry out the purposes of this Code, the Commission is hereby authorized, in addition to its annual budget, to retain and utilize an amount equal to One hundred million pesos (P100,000,000.00) from its income.
The use of such additional amount shall be subject to the auditing requirements, standards and procedures under existing laws.
