Construction in Favor of Tenure Migrants.-The provisions of this Act shall be construed liberally in favor of tenured migrants and indigenous cultural communities and with due consideration to the protection of the biodiversity. Republic Act No. 7586 shall have supplementary effect in the implementation of this Act.
