Effectivity.- This Act shall take effect upon its publication in at least two (2) newspapers of general and local circulation.

This Act which is a consolidation of House Bill No. 8191 and Senate Bill No. 2197 was finally passed by the House of Representatives and the Senate on November 20, 2000 and November 15, 2000, respectively.
