Special Provisions.-
a. In addition to the provisions set forth above, the component City of Vigan shall discharge all the powers and shall perform all the duties vested upon component cities. It shall receive its regular internal revenue share of the taxes and all other financial entitlements set aside for cities under Republic Act No. 7160 and other pertinent legislation; and
b. the circumstances leading to the revalidation and recognition of the status of the City of Vigan shall not be considered as precedents for the creation of other cities.
