Any provision of law to the contrary notwithstanding, there shall be created a second engineering district office of the Department of Public Works and Highways in the Lone Congressional District of the Province of Benguet, which shall comprise the municipalities of Buguias, Kibungan, Mankayan, Bakun, Kapangan, Tublay and Atok.
