Any provision of law to the contrary notwithstanding, the second congressional district in the Province of Oriental Mindoro is hereby created as a separate engineering district to be known as the Southern Mindoro Engineering District of the Province of Oriental Mindoro with principal office at the Municipality of Roxas.
