Banks and Financial Institutions. - The Regional Government shall, subject to the supervision of the Bangko Sentral ng Pilipinas, encourage the establishment in the autonomous region of:
(a)Banks and financial institutions and their branches; and
(b)Off-shore banking units of foreign banks.
