The University shall provide a scholarship program and other affirmative action programs to assist poor but deserving students to qualify for admission to the University. At least twenty per centum (20%) of annual enrollees shall be allocated to students whose families live below the poverty level.
No student shall be denied admission to the University by reason of sex, religion, cultural or community affiliation or ethnic origin.
