Qualifications of the Members of the Panel - The members of the Panel must be citizens of the Philippines, at least thirty-five (35) years of age on the day of their appointment of proven competence, integrity, probity and independence of mind, and holders of a degree or equivalent training and experience in art conservation, connoisseurship, art history or visual arts.
