The Secretary of the Department of Education, Culture and Sports shall immediately prepare the necessary guidelines for the conversion of the said school and to include in its program the operationalization of the Bonifacio Javier National High School, the initial funding of which shall be charged against the current appropriations of the Bonifacio Javier Elementary School and thereafter in the annual General Appropriations Act.
