In order to ensure the smooth transition to a State college, the incumbent head of the J. H. Cerilles Polytechnic College, if qualified, shall serve as the first president of the College, subject to the provision of Section 9 of this Act. The remaining term of the incumbent head of the J. H. Cerilles Polytechnic College shall be counted as his first term as College president.
