Repealing Clause. - Executive Order No. 811 is hereby repealed. Executive Order 1051 and Section 140 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, are hereby amended accordingly.
All other laws, decrees, orders issuances, rules and regulations which are inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.
