Issuance of the Certificate. - When the Board has tested and examined the variety, and/or considered the supporting materials and literature pertinent thereto, it shall issue a Certificate of Plant Variety Protection. A notice of such issuance shall be published in the manner to be prescribed in the regulations at the expense of the holder.
