General Provision. - As a tribute to the unselfish acts of President Manuel A. Roxas, April 15 of every year is hereby declared as President Manuel A. Roxas Memorial Day, thereby assigning the nearest Friday to it as a special non-working holiday in the entire Province of Capiz and Roxas City in commemoration of the death anniversary of the late president.
