The City Schools Division. (a) The Department of Education shall establish and maintain a school division of the City of Santa Rosa whose area or jurisdiction will cover all the school districts within the City; and
(b) The city schools division shall be headed by a division superintendent who must possess the necessary qualification required by the Department of Education.
