Conversion. -The Panay State Polytechnic College in the Province of Capiz is hereby converted into a state university to be known as the Capiz State University (CAPSU) hereinafter referred to as the University. The center for administration of the University shall be in the Roxas City campus while the center for academic affairs shall be in the Mambusao Poblacion Campus.
