Temporary Take-Over of Operations. - In times of national emergency, when the public interest so requires, the State may during emergencies and under reasonable terms prescribed by it, temporary take over or direct the operations or any vessel engaged in domestic trade and commerce, or prescribe its rates or routes of operation. Immediately upon the cessation of the emergency, the State shall immediately reinstate to the domestic ship operation of its vessel under the same terms and conditions prior to the occurrence of the emergency.
