Annual Report. The Secretary shall prepare an annual report for the consideration and approval of the Board. The Board shall submit an annual report to the Commission after the close of each fiscal year giving a detailed account of the proceedings of the Board during the year and embodying such recommendations to the Commission as the Board may desire to make.
