Transitory Provision. All persons who do not qualify as tenured migrants, transient farmers or not part nor qualify under Section 8 of this Act within the protected area, shall be allowed to harvest fruits or crops planted before the effectivity of this Act. Thereafter, all planted crops of such unqualified persons shall be confiscated and the proceeds thereof shall accrue to the IPAF.
