Effectivity Clause. - This Act shall take effect beginning fifteen (15) days after its complete publication in at least two (2) newspapers of general circulation until 31 December 2008.

This Act which is a consolidation of Senate Bill No. 1956 and House Bill No. 3356 was finally passed by the Senate and the House of Representatives on October 25, 2005 and November 7, 2005, respectively.
