Effectivity. - This Act shall take effect fifteen (15) days following its publication in at least two national newspapers of general circulation.

This Act which is a consolidation of Senate Bill No. 1967 and House Bill No. 4451 was finally passed by the Senate and the House of Representatives on December 19, 2006 and January 29, 2007, respectively.
