Implementing Rules and Regulations. - The Department of Finance, in coordination with the Bureau of Internal Revenue and the Bureau of Customs, and in consultation with the Bases Conversion and Development Authority, the Clark Development Corporation, the John Hay Management Corporation, the Poro Point Management Corporation, and the Bataan Technological Park, Inc., shall promulgate and publish the necessary rules and regulations for the effective implementation of this Act within two months from the date of effectivity of this Act.
