In case of conflict between national and local laws with respect to the tax exemption privileges in the CFZ, PPFZ, JHSEZ and MSEZ, the same shall be resolved in favor of the aforementioned zones: Provided, That the CFZ and PPFZ shall be subject to the provisions of paragraphs (d) , (e) , (f) , (g) , (h) , and (i) of Section 12 of Republic Act No. 7227, as amended.
