Scope. - This Act shall cover all public records with archival value, held by either government offices or private collections,, and (shall also cover archival and records management programs and activities in all branches of government, whether national or local, constitutional offices, GOCCs, government financial institutions, state universities and colleges, Philippine embassies, consulates and other Philippine offices abroad.
