Rules and Regulations. -The current director of the Records Management and Archives Office, in coordination with the National Historical Institute, the NCCA, the National Library, the Department of the Interior and Local Government and the Department of Finance shall promulgate the necessary implementing rules and regulations within ninety (90) days after the approval of this Act: Provided, That the first executive director to be appointed shall fully implement the principle expounded herein within two years after the approval of this Act.
