Implementing Rules and Regulations. - The DOTC, in coordination with other concerned agencies and sectors, shall, within three months after the effectivity of this Act, promulgate rules and regulations for the effective implementation of this Act. A manual providing for the procedures concerning the enforcement of claims under this Act shall, likewise, be developed within the said period.
The said rules and regulations and manual shall be published in a newspaper of general circulation also within the said period.
